"To ask the manager to provide an update on how plans are advancing towards the delivery of key projects under the 12th Lock Masterplan on lands owned by South Dublin County Council? - Can this response offer details, site location/drawings and indicative timeline."

REPLY:

12th Lock Studio

The Fire Certificate application is due for determination by the end of January 2026. Subject to approval, the construction tender will be published in February 2026. Mobilisation is expected to take approximately 2–3 months, with construction anticipated to commence in Q2 2026. The projected operational date is Q1 2027.

An operator has been appointed following a competitive dialogue procurement process. The 12th Lock Studio will operate as a creative incubator focused on the development of original intellectual property and immersive content with international market potential. The facility will include film and television studios, digital and podcasting suites, gaming and visual effects production spaces, exhibition areas, creative offices, workshops, co-working accommodation and shared social spaces. The project is intended to function as a flagship hub for creative talent and investment, supporting collaboration, innovation and experimentation.

Grange Cottage Buildings, Grand Canal

Fire Certificates for the Grange Cottage buildings have been approved in principle. Operator tenders for the café and crèche have been published on eTenders. The construction tender is scheduled to issue in early February 2026, with works expected to commence in Q2 2026. The anticipated operational date for the facility is Q1 2027.

Grange Cottage is being developed as a community-focused destination along the Grand Canal, incorporating a café, events space, artist studios and a dedicated storage facility for canoes and paddle boats.
