MOTION: Councillor S. O'Hara
That this Area Committee consider closing the access between Castlelyon and Alymer View Green estate in Newcastle, as it is contributing to both road safety issues and antisocial behaviour.
REPORT:
The road layout for both the Castelyon estate and Aylmer estate are in accordance with their granted planning permissions.
Both estate road layouts are designed in accordance with the Design Manual for Urban Roads and Streets, which supports low speed car access and promotes pedestrian and cycle safety.
Currently, both estates are not Taken in Charge (TIC) by the Council. Both estates are being progressed through the TIC process.
It is not the policy of South Dublin County Council to close permeability links in housing estates. Closing vehicle access links does lead to greater pressure on other junctions with increases in queue lengths at peak times.
I have surveyed both estates in relation to speed ramps and raised tables. Both estates have such measures in place.
However, if specific speeding issues are identified at locations, or if other road safety issues are identified, SDCC can further look at these areas when both estates are in the charge of the Council.
