QUESTION: Councillor F. Timmons

To ask the Chief Executive for an update on what actions and progress SDCC has made on getting the Council owned heritage sites of Fairview Oil Mills and St. Cuthbert's Church back into public use - amenity.

REPLY:

Fairview Oil Mills

The first stage of works commenced on the Oil Mills in 2025 with the appointment of an Architectural Conservation Engineer who has undertaken and organised a number of surveys.  The surveys include an Initial Inspection Report of the structure including a Photogrammetry Survey.  The findings of the report have been used to compile a tender document to engage a specialist contractor to commence site clearance.  It is hoped to have a contractor in place to commence this work in Q4. A Preliminary Ecological Assessment was also carried out, and works are being organised having regard to the finding of this report.

St Cuthberts Church

Works will commence in November on the church and the adjacent moated site in St Cuthbert’s Park, as provided for in the approved Part VIII. These are protected heritage features, and the works will involve careful vegetation clearance and site stabilisation to allow detailed archaeological and structural assessment. The aim is to protect and conserve the church and moat, while opening up key views of the church and enhancing their visibility and integration within the wider park landscape.
