Report of Housing Disability Steering Group meeting held on Wednesday, January 31^st, 2024

In attendance:

Elaine Leech, Chair (South Dublin County Council), Julie Davis (Housing Agency), Gladys O’Neill (South Dublin Disability Platform), Michael Seifu (South Dublin Disability Platform), Catriona Morton (Cheeverstown), Laura Sweeney (Stewarts Care), Jean Coleman (IWA), John Cowman (HSE), Sarah Donnelly (Focus Ireland), Fiona Hendley (South Dublin County Council), Adrienne Maloney (South Dublin County Council) and Leona Maher (South Dublin County Council).

Agenda Items

1. Minutes

The minutes of the Housing Disability Steering Group meeting of 8^th November 2023 were agreed.

• Matters arising – A brief discussion on the membership of the committee and it was agreed to review the current membership and revert at next meeting.

2. Presentation by John Cowman- HSE

John Cowman presented on the challenges collecting prevalence information on housing need among individuals with mental health difficulties with a housing need.

The presentation was well received, and a discussion was had around the data and figures presented and the HMD1 form.

3. Update from SDCC

Fiona Hendley gave a presentation on SDCC figures on the medical list and in particular wheelchair accessible needs from January to December 2023. Details were also provided on works carried out under the Disabled Persons Grant 2023.

Members welcomed the presentation.

A discussion was had around reporting on the pipeline of upcoming available properties and the process for accommodating people with disabilities other than wheelchair users.  It was agreed that the further data will be provided in the next report.

4. Update from Members and Urgent Cases

Members were given the opportunity to discuss specific issues in their area, there were no items to note.5. 

5. National Strategy for Disabled People 2022 – 2027 Implementation Plan

The existing terms of reference were circulated to the committee for review and there was some feedback given.  A discussion was had around the feedback.

It was agreed that the actions assigned to the HSDG for delivering be appended to the Local Strategic Plan.

Fiona Hendley confirmed that the Q4 2023 report has been submitted to the Department of Housing outlining the progress under each heading.

 6. Any Other Business

Julie Davis commented that a review of assessment and allocation guidance is under way and the HDSG should have input into that.

Informed the committee that report of this meeting will be presented to the Housing SPC.

The next meeting is scheduled for 24 April from 10am – 11.30am via Microsoft Teams.
