MOTION No. 2

MOTION: Councillor C. Keane

"That this committee recommends that a crèche/preschool facilities will be included as part of the developments on Taylor’s Lane as well as local community facilities denoted by the 'star' on p. 22 of the draft Ballyboden Village Plan map.(b) that the developers be requested to provide a sculpture - art feature, for the Ballyboden/Taylor’s Lane in conjunction with the developments planned for those sites along Taylor’s Lane." 

REPORT:

Introduction  

The motion requests two additions to the Ballyboden Village Plan.  The first addition relates to the provision of a childcare facility; the second relates to a sculpture/ art feature in conjunction with developments fronting onto Taylor ’s lane.  

Sculpture/ Art Feature  

This proposal is acceptable in principle.  

Childcare Facility

Section 12.2.6 of the South Dublin County Council Development Plan 2004 -2010 sets out the Council’s policies regarding the provision of childcare facilities.  Section 11.10.ii provides the required standard for the size of these facilities as “ 20 child facility per 75 dwelling units “ in new residential developments.  

In light of the standards in the Development Plan additional references may be redundant as these facilities are required in conjunction with new development.  In addition, stipulating childcare facilities under the general objective to provide community would be contrary to the Manager’s recommendation in the Manager’s Report on Submissions on the Draft Ballyboden Village Plan.  

In this report, the manager comments:  

Provision for Community Services  

A significant number of submissions included specific requests for recreational and community facilities such as tennis and basketball courts, a community centre crèche and sheltered housing.  The submission from the Augustinian Order includes details of proposed community facilities such as a community centre, tennis courts, a replacement care facility for disabled including accommodation and social and affordable housing, in excess of Part v requirements.  

Objectives of the Village Plan have been included to ensure that community facilities are provided in conjunction with new development on, or in the vicinity of the Augustinian site.  However, details of the recreational and social uses to be accommodated should be addressed at the application stage of the planning process.  The objectives, as proposed, guarantee delivery of community facilities, while retaining the flexibility to ensure that the facilities provided meet the needs of the community at the time of the development.

 That the Ballyboden Village Plan include an objective to provide a sculpture/ art feature in conjunction with development onto Taylor ’s Lane.
