Planned Maintenance/ERP

Below is an update of the Planned Maintenance works being undertaken by Housing Maintenance. The works are broken down into the following headings.
1. Energy Efficiency Retrofit Programme
The purpose of the Energy Efficiency Retrofit Programme is to bring properties with low energy efficiency rating to a building energy rating (BER) of B2. The works to each property can include combination of new window and doors, upgrading on existing building fabric insulation properties and the installation of energy efficient air to water heating systems. Funding and deliverable targets are provided by the Department of Housing, Local Government and Heritage. The target of 110 properties to be completed in 2023, was issued by the Department on 31st May 2023. The following is the current position of works.

2. Windows and Doors Programme
Following county wide survey completed in 2017/18 properties, the Windows and Doors capital replacement programme was established in 2019. Due to covid the completion of the programme was delayed. The county wide survey specifically identified properties with single glazed timber of aluminium units. Approximately 600 properties across the county were identified requiring works. Currently we have approximately 147 properties with contractors, with the remaining 223 properties surveyed, with tender preparation underway. Once these works are complete, this will be the end of this specific programme as all properties have been addressed either through the Windows and Doors Programme or the Energy Efficiency Retrofit Programme.
As mentioned, windows and doors also form part of the work under the Energy Efficiency Retrofit Programme. Funding is allocated annually by the Department of Housing, Local Government and Heritage. Going forward, this will be the main source of funding being used to replace windows and doors. In order for the replacement to take place, other upgrade works, including insulation, heating and ventilation, will be carried out at the same time. Tenants will be required to agree to all aspects of the works, in particular the conversion of existing gas and oil heating systems, to more energy efficient low pollutant option, such as air to water heat pumps. The overall aim of the scheme is to carry out upgrade works to the building fabric and heating systems to achieve a minimum Building Energy Rating of B2. Housing Maintenance are currently working to expand the availability of contractors to allow for additional capacity to deliver the works required subject to availability of funding.

Discussions are ongoing to finalise the delivery of the programme with the current framework approved contractors.
6. Boiler Servicing
Programme is ongoing.
7. Periodic Inspections
In 2023, Housing Maintenance section will introduce periodic property inspections, whereby properties will be inspected on a 4 to 5 year cycle. The findings of the surveys will feed into ongoing muti-annual planned maintenance programmes, with the aim to reduce the current level of reactive maintenance requests and improve the overall value for money for the delivery of the service. Funding has been provided by the Department of Housing, Local Government and Heritage to commence first year of the 4 to 5 year cycle.
