QUESTION: Cllr. Derek Keating
To ask that the Manager would agree to take account of the value of such amenity as parklands when planning new proposed road infrastructure. Such parkland amenity is often of crucial importance to the quality of life of local communities and when confronted with the prospect losing such amenity in the context of the planning process, it becomes the subject of considerable anxiety to that community?
REPLY
During the course of the preparation of the County Development Plan the necessary road infrastructure for the development of the county is identified and road reservations are identified in a series of objectives. The parklands are also identified in a similar manner and the value of such amenities are taken into account during the adoption process of the Development Plan. Very often such parkland incorporates road reservations as a temporary measure pending the Council being able to construct such roads as resources permit and to prevent unauthorised and inappropriate use. In some cases this has continued for a number of years and the reservation is forgotten about. In most cases these reservations are well known to the community and the public consultation process which the council engages in during the course of the development of a road scheme helps to allay such fears as that described.
