QUESTION: Councillor Shane Moynihan
To ask the Chief Executive to commence the taking-in-charge of the northern section of Mount Andrew estate.
REPLY:
Phase 2 of St Edmonds (north of Mount Andrew) is well progressed through the necessary checks for Taking in Charge, and the developer has worked well with the Council in supplying all the necessary information to our TIC team.
However, progress on St. Edmonds Phase 1 has been very poor, with the developer of this phase to the east of Phase 2 having gone into receivership and the site is currently owned by a commercial bank. The drains, watermains and foul sewers of St. Edmonds Phase 2 all go into this eastern phase, and no checks or "as constructed" information has been forwarded to SDCC on this phase.
Irish water will not take the watermains and foul sewer of Phase 2 in charge if it does not have the Phase 1 checked and "Taken in Charge".
Also the roadway in Phase 1 is in very poor condition and this road leads to Phase 2. Again, if there is no continuous link of public roadway, no further remote sections of roadway can be Taken in Charge.
In summary, the progress of all phases of St. Edmonds relies on the owner of Phase 1 progressing the necessary remedial work and supplying the relative quality reports necessary for the Council to Take all of St. Edmonds in Charge.
In summary having regard to the above detail, SDCC cannot commence the Taking in Charge of Phase 2 until Phase 1 is also Taken in Charge.
