Planned Maintenance Update
Energy Efficiency Retrofit Programme
The purpose of the Energy Efficiency Retrofit Programme is to bring properties with low energy efficiency rating to a building energy rating (BER) of B2. The works to each property can include combination of new window and doors, upgrading on existing building fabric insulation properties and the installation of energy efficient air to water heating systems. Currently we have 166 properties issued to contractors for works as detailed below:
Windows and Doors Programme
The target for 2023 is to complete in excess of 400 full and partial replacement of windows and doors. The majority of the windows will be properties with single glazed or poor performing aluminium windows, previously identified in a county wide survey.
An overall delivery programme for 2023/24 is being prepared having regard for the available funding and the projected availability of contractors. There are ongoing challenges with supply due to increasing demand for window installations for both new build homes and increasing energy upgrades to properties which is resulting in a lead in time of six to eight weeks for installation after orders are confirmed.
Property Inspections
The Council are continuing to transition from a response-based approach to a strategic and informed planned maintenance approach to social housing. The Housing Maintenance section will introduce periodic property inspections, whereby properties will be inspected on a rolling 5-year cycle. The findings of the surveys will feed into ongoing muti-annual planned maintenance programmes with the aim to reduce the current level of reactive maintenance requests and improve the overall value for money for the delivery of the service.
