Planned Maintenance Update
Energy Efficiency Retrofit Programme
The purpose of the Energy Efficiency Retrofit Programme is to bring properties with low energy efficiency rating to a building energy rating (BER) of B2. The works to each property can include combination of new window and doors, upgrading on existing building fabric insulation properties and the installation of energy efficient air to water heating systems. Currently we have 166 properties issued to contractors for works as detailed below:
- 57 homes in Cushlawn Estate – works commenced November 2022 with completion of all properties expected March 2023
- 53 homes in Allenton Estate – works commenced on site January 2023 with expected completion March 2023
- 18 homes in Castletymon Estate – windows measure complete with works to commence on site February 2023 with expected completion April 2023
- 8 homes in Limekiln Estate (age friendly/older persons' homes) – tender awarded with works expected to commence on site March 2023.
- 30 homes in Greenfort Estate - tender awarded with works expected to commence on site March 2023.
- 80 further properties surveyed and tender documents being finalised for tender to commence March 2023 as follows:
- 16 homes in Sarsfield (age friendly/older persons' homes)
- 4 homes in Willbrook (age friendly/older persons' homes)
- 4 homes in St Maelruan’s Park (age friendly/older persons' homes)
- 8 homes in Limekiln (age friendly/older persons' homes)
- 34 homes in Kilmahuddrick Estate
- 14 homes in Oldcastle Drive Estate (Traveller specific homes)
- 100 properties are currently being identified for surveys to commence February 2023, to allow for tenders to be issued April 2023. Additional surveys will be identified to commence Q2 2023.
Windows and Doors Programme
The target for 2023 is to complete in excess of 400 full and partial replacement of windows and doors. The majority of the windows will be properties with single glazed or poor performing aluminium windows, previously identified in a county wide survey.
- Tender process for the replacement of windows and doors to 108 homes will be completed by the week commencing 13th February 2023 with works expected on site during April/May 2023.
- Measurement of approximately 100 further homes is near completion which will facilitate a further tender to issue in March 2023.
An overall delivery programme for 2023/24 is being prepared having regard for the available funding and the projected availability of contractors. There are ongoing challenges with supply due to increasing demand for window installations for both new build homes and increasing energy upgrades to properties which is resulting in a lead in time of six to eight weeks for installation after orders are confirmed.
Property Inspections
The Council are continuing to transition from a response-based approach to a strategic and informed planned maintenance approach to social housing. The Housing Maintenance section will introduce periodic property inspections, whereby properties will be inspected on a rolling 5-year cycle. The findings of the surveys will feed into ongoing muti-annual planned maintenance programmes with the aim to reduce the current level of reactive maintenance requests and improve the overall value for money for the delivery of the service.
