MEETING OF HOUSING SPC

Thursday, February 16, 2023

HEADED ITEM NO. 10(b.)

Relets Budget & Tender Process

The Council's revised budget for relet expenditure for 2022 was €4.5m, with 177 units completed at an average relet period of 28.39 weeks.  This includes funding provided by the Department of Housing, Local Government and Heritage under their Voids  Programme to assist local authorities in bringing vacant social homes back into active use.  In 2022, the Council received funding of €1.375m for 125 properties up to a maximum of €11,000 per unit.

The Council's budget for re-let works for 2023 is €4.5m and our strategy for a revised approach to relet works to improve average turnaround times was set out at the most recent meeting of this SPC in November 2022.

We are currently reviewing tender submissions for a new framework of external contractors for relet works vwhich will see an increased number of lots (from 2 to 5) comprising smaller geographical areas to increase the availability and responsiveness of contractors.  The updated procurement also provides the opportunity to fully embed our contractors’ re-let works within the integrated housing system to enhance contract management, reporting and payment processes.

Current Status

The turnaround times for 8 properties relet in January 2023 was 28 weeks.

The current status of Council-owned, vacant social homes by local electoral area and relevant stage of relet process at the 31st Janaury 2023 is shown below:
