Report on Russell Square
Earlier this year, discussion took place at Area Committee level regarding the concerns being expressed by residents in Russell Square at the absence of car parking spaces at two locations within the development. Both these areas at Russell Drive and Russell Avenue were adjacent to the main entrances to the development. Subsequently a petition was received from residents requesting that the implemented design solution be reviewed.
As previously reported to the Area Committee, the parking arrangements throughout the Russell Square development vary depending on the location but the design approach has provided sufficient car parking in the development for both residents and visitors. The arrangements are generally based and there are no assigned parking spaces per housing unit. Russell Drive and Russell Avenue are the main entrances to the development. In accordance with best traffic management practice, the car parking design does not provide for off street parking spaces at this location. A wide grass margin is provided at this location. The difficulties at this location are being caused by vehicles being driven/parked on this grass margin. Its replacement by car parking spaces could only be considered if the current traffic safety measures were not undermined and in order to remove the existing unauthorized use that has developed.
Following discussion at Area Committee level it was agreed to carry out a full and detailed technical assessment in order to explore what options would be open for consideration. The County Architect has stated that following this examination, he is satisfied that additional kerb side parallel parking bays can be safely provided at each location in a manner which will minimize the impact on the underground services that have been installed in these areas. It is considered that subject to the determination of the location and position of each underground service that of the order of an additional twelve car parking bays can be provided at each location. It is likely that two groups of three bays on each side of the road will be the outcome achieved.
Accordingly, subject to the agreement of the Area Committee, it is proposed to prepare a detailed design on this basis and to make the necessary arrangements to have the work carried out as soon as it can be accommodated in the programme of works.
