MOTION: Councillor E. Murphy
To ask the Council to install a (continue the) footpath along the Ballinascorney Road (R114) from the exit to Allenton Estate to the Bohernabreena Road. The footpath ends suddenly and is a hazard for pedestrians. (Photo attached)
REPORT:
Traffic section acknowledge that there is a need for a footpath at this location.
On the eastern side of the R114 from Allenton estate to the junction of the Bohernabreena Road, there is a third party land issue that would need to be resolved to allow an extended footpath. The NTA would likely fund the footpath if the land issue could be overcome. There is a business owner on the eastern side of the R114 and there is a stone wall and shed quite close to the road edge. This would likely mean very expensive compensation payments. Or the second option would be if this plot came in for redevelopment we would insist on set back and a footpath along ther frontage.
On the western sise of the R114, there is a factory unit for sale. If this site were redeveloped, then a footpath extension would be conditioned as part of their planning. This option would also require 2no. pedestrian crossings to complete the pedestrian route to St. Annes GAA club. These 2no. crossings would not need additional land purchase.
Summary: It is acknowledged that a footpath extension is required. Land acquisition is likely to be difficult on the eastern side. If the land could be acquired, funding to extend the footpath could be obtained. The other option is when and if the Land plots are put in for planning that they are conditioned to install a footpath along their boundaries.
