Proposed Part 8 at Owendoher Haven

South Dublin County Council’s Traveller Accommodation Programme (TAP) 2019-2024 proposes to meet some of the accommodation needs of the Travelling Community through a construction and refurbishment programme subject to funding from the Department of Housing, Local Government and Heritage. The construction and refurbishment programme aims to address any design and provision difficulties at existing sites. Consultation and agreement with the Travellers living on these sites is critical so that an acceptable design for each site is achieved. The assessment identified a number of families living in halting sites with/without day houses who would like to live in group housing. In recognition of this, the Traveller Accommodation Unit proposes to construct/refurbish existing sites to provide long term sustainable Traveller Accommodation Developments.

As part of the process for the redevelopment of the existing site as outlined in the TAP, we have undertaken engagement with the residents of the site, individually and collectively, and through their representatives.

In addition, with the endorsement of the Local Traveller Advisory Consultative Committee (LTACC), we have also engaged CENA: Culturally Appropriate Homes Limited, a Traveller-led approved housing body, to progress an innovative Traveller-centred consultation process to develop the proposals for the demolition and redevelopment of existing Traveller accommodation at Owendoher Haven in Ballyboden.

The draft proposals provide for the construction of a total of nine new group houses and ancillary works on the existing site consisting of:

In accordance with the Planning and Development Act 2000 (as amended) (the Act) and Part 8 of the Planning and Development Regulations, 2001 (as amended) (the Regulations), South Dublin County Council will now proceed to detail design in order to seek planning consent for a Traveller Accommodation development comprising of nine group houses and all necessary associated works on the existing Halting Site of approximately 0.41 hectares at Owendoher Haven, Ballyboden Road, Rathfarnham, Dublin 16.
