N81 UPGRADING
QUESTION: Councillor M. Corr
"To ask the Manager to give a detailed outline to date of all efforts to ensure the commencement of the upgrading of the N81 - indicating all specific constraints such as the with-holding of government funding, difficulties in acquiring CPO's etc?"
REPLY:
The N81 is a National Secondary route and is therefore the responsibility of the National Roads Authority(NRA) to provide funding to upgrade and improve this road. The Council, with the agreement of the NRA, appointed a consulting engineer in July 2000 as part of a multi-frame work contract to prepare an EIS and necessary CPO for the scheme. Following a long consultation and design period a draft EIS and draft CPO was prepared in late 2001. The NRA for reasons of funding and programme did not allow the Council to proceed to publication and oral hearing and the scheme was parked at that time. The improvement of the N81 is part of Transport 21 and despite repeated requests the NRA have not provide the necessary finance to progress the scheme.
