QUESTION: Councillor Eoin Ó Broin

To ask the Chief Executive why randomised inspections of private rental accommodation (apart from those covered by social housing tenancies or about which complaints have been reported to Council) are not carried out?

REPLY:

Inspections of private rented dwellings are carried out on properties that have tenancies registered with the Residential Tenancies Board (RTB) including private, Rental Accommodation Scheme (RAS), Housing Assistance Payment (HAP) and Approved Housing Body (AHB) tenancies.  Inspections are required within four years of the property having initially been registered with the RTB which provides the Council with annual lists of all such tenancies in the County.  This list is filtered to exclude more recently inspected properties and inspections are then arranged on an ongoing basis throughout the year with a view to inspecting 25% of all properties with registered tenancies in a given year. While inspections are proactively scheduled, inspections are also arranged to respond to complaints received from tenants and other parties, with 2,990 inspections  carried out up to October this year.
