MOTION: Councillor Alan Edge
In light of an increasing issue with illegal dumping of household rubbish in Kiltipper, that this Area Committee calls for more inspections and, if feasible, surveillance in the areas taken in charge.
REPORT: The Council appreciates and shares the concern expressed by the Elected Members and members of the public in relation to the illegal dumping and fly tipping throughout the county.
All reports of illegal dumping and littering are investigated by the Council's Litter Warden Service and all dumped material is searched for evidence. Where evidence is found, the appropriate enforcement action is taken under the Litter Pollution Act 1997, as amended. Increasingly, it is found that no personal information relating to polluters is contained within the dumped material, with personal information having been removed or shredded.
We have received six complaints of illegal dumping in this area (two in Kiltipper and four in Ellensborough). All six complaints were investigated as well as anything additional found on the Litter Wardens routine patrols, there was no identifying evidence found and therefore no fines were issued.
The Litter Warden carries out their routine patrols in this location a minimum of twice a week and any complaints received are also investigated.
A number of initiatives continue to be implemented through the Environment Water & Climate Change directorate. The Council's Litter Management Plan has committed to the deployment of innovative and emerging technologies, including CCTV and Programmable Audio Messaging Devices to tackle the problem of illegal dumping and fly tipping. In managing this service, the Council is mindful of resources available, and requests for the installation of such technologies to be assessed on a case-by-case basis, having regard to certain criteria, including site suitability and the repetitive nature of illegal dumping and fly tipping.
The Litter Warden will increase their patrols of this area for the next four weeks.
