QUESTION: Councillor F. Timmons

To ask the Chief Executive for a report in when the Local Area plan for clondalkin will start and what the timeframe is and how local community will be involved in the process?

REPLY:

The recently adopted County Development Plan provided for a local area plan for Clondalkin as set out in QDP14 Objective 3:

‘To prepare a LAP for Clondalkin, the extent of the boundary to be defined, which will be guided by the Local Area Plans Guidelines for Planning Authorities, 2013 (Department of the Environment, Community and Local Government) or any superseding guidelines and which will incorporate:

Public consultation will be a key part of the plan making process and consideration is being given to how best to involve the local community and stakeholders as innovatively as possible so that their views will inform the preparation of the draft plan. The publication of a draft plan has been targeted for early Q4 of 2023. Early background research has commenced as part of the plan making process, including an initial health audit of the town.  The need for the procurement of relevant expertise to meet the requirements of the objective is being examined and will be progressed in 2022 and into 2023. As indicated in the Local Area Plans Guidelines published by the Department, the pre-draft stage of a LAP, before a draft plan is published, is approximately one year. This allows time for meaningful engagement with the public and other stakeholders to explore the critical issues to be addressed in the plan.  An initial update on the early stages of the plan preparation is on the agenda for the September SPC meeting.
