QUESTION: Councillor T. Costello

"To ask the manager could residents and businesses in ACAs be contacted and provided with information of design requirements and support open to them in a ACA?"

REPLY:

Under the review of the County Development Plan a number of new areas have been recommended for ACA designation and as such additions under the CDP review process provides public consultation.  There is no requirement under the Act to notify owners etc, however it is recommended in the Architectural Protection Guidelines that designation under Development Plans should include a description of the area and have adequate policies and objectives for ACAs and delineate the boundaries clearly.  As part of designating ACAs under the CDP review, public consultation is taken to be part of CDP process and the necessary identification and proper appraisal of Areas in identifying and recommending suitable candidates for designation has been carried out as part of any such review.

Under Section 3.5.3 Draft CDP 2022-2028 new policies with regard to assessing development, new build within an ACA, shopfront design and signage and other relevant revised/updated policies have been includedAs part of the policies under the new CDP 2022-2028 it is envisaged that SDCC will develop a general guidance document for all ACAS, which will allow the new designated ACAs to be included in any guidance document.  The delivery of this guidance document will be dependent on staff resources. Information on financial support (National Architectural Conservation Grant Schemes) is advertised annually through local newspapers and the Councils website.  In particular the Built Heritage Investment Scheme is open to owners of properties within ACAs.
