MOTION NO. 3

MOTION: Councillor L. O'Toole

This committee agrees via this motion, that lands along the Liffey Valley which are protected by the SAAO policy in our CDP remains protected in current and future plans. Members of this committee will not support any attempt to develop new towns in this area.

REPORT:

The motion seeks to continue to protect the SAAO policy in current and future County Development Plans. The current CDP includes policy to protect the lands within the SAAO and to that end the lands are zoned HA – LV (High Amenity - Liffey Valley). This is one of the strongest protections that can be given from a planning perspective as the zoning is very restrictive.

The Draft Plan, which will cover the years 2022-2028, continues the HA zoning. The Draft Plan also contains a specific section on Liffey River Valley and Special Amenity Area Order in Chapter 3 Natural, Cultural and Built Heritage.  Policy NCBH7 states:

Protect and enhance the special amenity value of the Liffey Valley, including its landscape, visual, recreational, ecological, geological, and built heritage value, as a key element of the County’s Green Infrastructure network and implement the provisions of the Liffey Valley Special Amenity Area Order (SAAO)

The objectives 1-9 under that policy all set out clear protections for the SAAO and the wider HA zoned area. They also provide for public access and for an interconnected green space and park. Further objectives within the Draft Plan strongly support the Liffey Valley Regional Park.

There is strong policy within the current and draft new plan to protect the SAAO and wider Liffey Valley.
