MOTION: Councillor T. Costello
To deliver better for accessibility for wheelchair users in our parks, across all features ( pathways, furniture, sensory and recreational amenities etc), an inclusion checkpoint should be included as part of the design process
REPORT:
COS 5 Objective 8 refers to ‘access for all ages and abilities’ in parks and open spaces as follows:
‘To ensure the design of parks and public open space areas is of high quality; to provide a pleasant setting, accommodate use by people of all ages and abilities, to support life-long activity, and good health and well-being by the provision of a balanced mix of active and passive recreation and access to, or view of, nature’.
Notwithstanding this, it is considered that a new objective reflecting the motion would be appropriate within Chapter 8 Community Infrastructure and Open Space, as follows:
‘To deliver better accessibility for wheelchair users in parks, across all features (pathways, furniture, sensory and recreational amenities etc), including a check of compliance with universal design principles as part of the design process’.
RECOMMENDATION:
It is recommended that the motion is adopted with amendments, to include a new objective within Policy COS 5 (Chapter 8 Community Infrastructure and Open Space), as follows:
‘To deliver better accessibility for wheelchair users in parks, across all features (pathways, furniture, sensory and recreational amenities etc), including a check of compliance with universal design principles as part of the design process’.
