MOTION: Councillor G. O'Connell, Councillor P. Gogarty, Councillor L. O'Toole
It shall be an objective of the County Development Plan 2022 - 2028 that the right of way, included as part of the planning permission for the extension of the Hermitage Clinic, from the Old Lucan Road to the River Liffey be signposted and opened up to the public within two years of the approval of the County Development Plan 2022 - 2028.
REPORT:
While the lands are ceded to South Dublin County Council they are not developed sufficiently to enable public access. The gradient leading to the lands in question is significant and does not lend itself to easy public access; in addition, there is a significant boundary with the river Liffey that would have to be assessed and properly prepared for public access. The lands will have to be improved to facilitate adequate access to the site; there is no budget currently available for these works and it may be irresponsible to make such a commitment without proper study on possible impacts, including the impact on the biodiversity and natural amenity of the Liffey valley.
Recommendation
It is recommended that this motion is adopted with amendment to read:
To further assess any right of way, included as part of the planning permission for the extension of the Hermitage Clinic, from the Old Lucan Road to the River Liffey with a view to establishing the requirements to progress the signposting and opening up to the public of this right of way, subject to safety and protection of landscape and biodiversity, within two years of the approval of the County Development Plan 2022 - 2028.
