MOTION NO.

MOTION: Councillor Peter Kavanagh, Councillor Liam Sinclair, Councillor L. Donaghy, Councillor S.McEneaney

Economic Development and Employment Motion: To add a new objective to EDE3: To ensure that land-intensive and carbon-intensive industry provides ample secure, sustainable employment, where development is permitted.

REPORT:

The proposed motion seeks the inclusion of a new objective to ensure that land-intensive and carbon-intensive industry provides ample secure, sustainable employment, where development is permitted.

It should be noted that land or space extensive employment uses will generally be encouraged to locate outside the M50 where there are a number of industrial estates within the County with good transport links. Furthermore, the following objectives set out in the CE Draft Plan adequately take into account the intent of the proposed motion:

EDE4 Objective 8: “To support the provision of a broad diversity of employment opportunities in the County that can attract a wide range of skills, training, and educational qualifications for a resilient and inclusive economy.”

 

EDE1 Objective 6: “To support the implementation of the Metropolitan Area Strategic Plan to support the objectives for the South - West Corridor and the area within the M50 by the:

- Promotion of high tech, manufacturing and research and development in Grange Castle

Business Park and Citywest

- Intensification of industrial lands and mixed-use development at Naas Road/Ballymount and in Tallaght Town Centre/Cookstown.”

It is considered that the proposed motion is adequately addressed in the CE Draft Plan.

Recommendation

It is recommended that the motion be adopted with amendment to reflect that the intent of the motion is contained with EDE4 Objective 8 and EDE 1 Objective 6.
