MOTION: Councillor T. Gilligan, Councillor C. O'Connor , Councillor D. O'Donovan, Councillor E. O'Brien, Councillor E. Murphy, Councillor Yvonne Collins, Councillor T. Costello, Councillor Shane Moynihan
EDE8 Objective 10: Before granting planning permission for businesses in our villages and urban centres, to have regard to the types of businesses already there, to ensure a proper mix of complementary and compatible uses, with a view to attracting as high a footfall as possible.
REPORT:
It is considered there are a number of objectives within the CE Draft Plan that adequately seek to promote a mix town centres uses, including:
EDE8 Objective 4: “To support the viability and vitality of the existing retail centres in the County, in particular in town, village and district centres and to facilitate a competitive and healthy environment for the retail industry, while reinforcing sustainable development.”
EDE8 Objective 5: “To assess and monitor the vitality and viability of town, major retail, district and village centres, having regard to retail trends that influence the performance of the sector.”
EDE16 Objective 1: “To prevent an over proliferation of fast-food outlets/takeaways and ensure that the intensity of any proposed use is in keeping with both the scale of the relevant building and the pattern of development in the area.”
EDE17 Objective 1: “To prevent an excessive concentration of off-licence and betting offices in our urban areas.”
It is considered that the CE Draft Plan policies and objectives stated above are sufficient and adequately supports noise protection.
Recommendation
It is recommended that the motion is adopted with amendment to reflect the existing provisions under objectives EDE8 Objectives 4 and 5, EDE16 Objective 1 and EDE 17 Objective 1.
