MOTION: Councillor Alan Edge

EDE21: Objective 1 - add 'subject to proviso that no large scale construction for the purposes of tourism be permitted in areas zoned HA DM' To read: 'To promote the active use of managed forests for tourism and leisure related activities subject to an appropriate scale of development having regard to the pertaining environmental conditions and sensitivities, scenic amenity band availability of services, subject to proviso that no large scale construction for the purposes of tourism be permitted in areas zoned HA DM'

REPORT:

Motion proposes additional wording to objective EDE21 Objective 1 which restricts any large scale construction for the purposes of tourism in areas zoned HA DM.

EDE21 Objective 1 of the CE Draft Plan states “To promote the active use of managed forests for tourism and leisure related activities subject to an appropriate scale of development having regard to the pertaining environmental conditions and sensitivities, scenic amenity and availability of services.”

It should be noted that any application for such developments will be considered on its merits having regard to the zoning, policies, objectives and development management standards of the CDP.

Furthermore it noted that under ‘Open Consideration’ the following uses are included with restrictions: Bed & Breakfast (In existing premises);  Guest House (In existing premises, Not permitted above 350m contour); Hotel/Hostel (In existing premises, Not permitted above 350m contour); Recreational Facility ( Directly linked to the heritage and amenity value of the Dublin Mountains). Proposed uses in this category will be subject to full assessment on their own merits and particularly in relation to their impact on the development of the County at a strategic and a local level. Such uses may only be permitted where they do not materially conflict with other aspects of the County Development Plan.

It is considered that the provision of the CE Draft Plan is adequate to address the issue raised in the motion.

Recommendation

It is recommended that the motion is not adopted
