MOTION: Councillor M. Johansson
In Chapter 9 Economic Development and Employment under Policy 8 Retail to add a new objective: EDE8 Objective 10: To ensure that all new retail developments provide public bring banks, unless there are existing facilities within a 1km radius. To promote the circular economy by ensuring that all retail developments provide space for reverse vending machines.
REPORT:
The motion seeks the inclusion of a new objective relating to two issues. The first, bring banks to be provided with 1km of new retail development and second, new developments provided for reverse vending machines.
With regard to Bring Banks, the CE Draft Plan includes the following objectives and standards, that acknowledge and support this:
IE 6 Objective 4: “To provide for and maintain the network of bring infrastructure (e.g. civic amenity facilities, bring banks) in the County to facilitate the recycling and recovery of hazardous and non-hazardous municipal wastes.”
Section 11.8 Climate Change Audit : “Requiring the incorporation of recycling, bring and green waste centres into new development.”
Section 13.9.4 Waste management (I) Bring Banks and Recycling Facilities “In conjunction with significant new commercial developments, or extensions to same. A minor offset in car parking requirements may be considered where public recycling bring facilities are provided.
− In conjunction with new waste infrastructure facilities, proposal should include bring facilities for the acceptance of non-hazardous and hazardous wastes from members of the public and small businesses.
− In conjunction with medium and large scale residential and mixed-use developments providing in excess of 10 residential units, proposals should provide recycling and bring bank facilities to serve residents and in some appropriate locations, the wider community. In conjunction with significant new commercial developments, or extensions to same. A minor offset in car parking requirements may be considered where public recycling bring facilities are provided.

It is considered the CE Draft Plan has adequately addressed the issues of bring banks and the motion as written is overly prescriptive.
With regard to reserve vending machines, the motion as worded is too detailed and relates to operational matters outside the scope of the Development Plan. The Council is committed to reducing waste and supports the circular economy approach in relation to waste management in line with the RSES and the Eastern Midland Waste Management Plan 2015 – 2021 and subsequently a new plan at the end of the year under the new Waste Action Plan for a Circular Economy 2020-2025.
It should be noted that content of the motion will be covered in the new national guidance to be implemented at the end of year and the council will be directed by the same. The Waste Management Section of the Council will be responsible for such issues and as such, it not a matter for the County Development Plan.
Recommendation: It is recommended that the motion is amended to reflect that the intent of the motion is addressed in Section 13.9.4 of the CE Draft Plan.
