MOTION: Councillor William Joseph Carey, Councillor Derren Ó Brádaigh

Chapter 11 - INFRASTRUCTURE AND ENVIRONMENT SERVICES - Policy 2 - Water Supply and Waste Water (Page 286) Insert New Objective: To promote and encourage that all newly homes within the county are fitted with a reliable rainwater harvesting system, helping to conserve water, reducing ground water and providing many benefits to the environment including being a supply source for gardening and other non-drinking purposes.

REPORT:

The proposed motion seeks to include a new objective that promotes and encourages rainwater harvesting systems in all newly built homes.

It should be noted that within Section 11.1 ‘Water Supply and Wastewater’ IE 2 Objective 7 specifically states “To promote water conservation and best practice water conservation in all developments, including rainwater harvesting, grey water recycling and supporting the implementation of BS8515:2009 Rainwater harvesting systems – Code of practice.” Furthermore, in Chapter 13, ‘Implementation and Monitoring’ Section 13.5.4: Residential Standards it is stated under ‘Building Design’ (pg382) “…. All new buildings will be required to incorporate water saving measures, which may include rainwater harvesting for internal service uses”.

It is considered that the County Development Plan policies and objectives stated above would be sufficient and adequately supports the use of rainwater harvesting systems.

Recommandation

It is recommended that the motion is amended to reflect that the intent of the motion is addressed in Section 11.1 and IE 2 Objective 7 and Section 13.5.4 of the CE Draft Plan.
