MOTION: Councillor Eoin Ó Broin
Insert new IE 2 Objective 11 : To work with Irish Water to pilot the deployment of toilets in new residential developments that separate urine at source to allow for Phosphorous recovery. The motivation is that the discharge of phosphorus (P)-laden wastewater not only results in the loss of non-renewable P resources, but also causes the eutrophication of natural water sources, which has become a serious environmental problem worldwide. Thus, recovering P from wastewater for reuse as fertilizer in agriculture provides a 'double benefit', i.e., to recycle the non-renewable phosphorus resource from wastewater and to protect closed water bodies such as lakes, ponds and reservoirs from eutrophication by reducing the input of phosphorus (reference : https://doi.org/10.1016/j.envint.2019.105322).
REPORT:
The proposed motion seeks the inclusion of an objective in relation to a pilot project with Irish Water with regard to phosphorous recovery in toilets for new residential developments. It should be noted that the Development Plan is a strategic County wide document. It is considered that a prescribed requirement for such an objective in all new residential developments is overly specific around matters not under the control of the Council.

It is recommended that the motion is not adopted.
