In Chapter 11 Infrastructure and Environmental Services to add the following sentence to 11.7.1 National Aviation Policy: Recognising the considerable contribution that aviation makes to carbon emissions activities in this sector shall not be promoted.
REPORT:
The proposed motion seeks to add the following sentence to Section 11.7.7 ‘National Aviation Policy’, “Recognising the considerable contribution that aviation makes to carbon emissions activities in this sector shall not be promoted.”
The proposed motion as written lacks clarity and is deemed inappropriate. Weston Airport, Casement Aerodrome and hospital helipads are located within South Dublin County Council administrative area. Furthermore, the outer horizontal surface for Dublin Airport overlaps a limited area to the north of the County. Therefore, the CE Draft Plan recognises and supports the policies and objectives set out in ‘A National Aviation Policy for Ireland’ (2015) and has detailed specific policies and objectives for the safeguarding and promoting the future development of these facilities whilst protecting the surrounding environment.
Nonetheless, the Council are aware of their requirements under section 31AM(2)(a) to address, in particular, matters within the scope of section 10(2)(n) of the Act, the transition to a low carbon economy. The overall reduction in carbon emissions formed a central planning policy consideration in the preparation of the CE Draft Plan which includes policies and objectives that support the national Climate Action Plan 2019 and South Dublin County Council’s Climate Change Action Plan 2019-2024 in the transition of South Dublin County to a low carbon and climate resilient economy and society. As such, it is considered that the intend of the motion is addressed.
Recommendation
It is recommended that this motion is not adopted.
