MOTION: Councillor G. O'Connell, Councillor P. Gogarty, Councillor L. O'Toole

Motion Cllr Liona O'Toole all co-signed Cllrs Paul Gogarty and Cllr Guss O'Connell • Page 292 Infrastructure and Environmental services To include the following into the objectives: 'To work alongside relevant stakeholders NTA, TII, EPA to promote and improve a safer noise protection infrastructure in line with population growth and traffic increase along all our national roads. '
REPORT:
The proposed motion seeks to include an objective to work with relevant stakeholders for safe noise protection along national roads. It is considered there are a number of objectives within the CE Draft Plan that adequately seek to promote safer noise protection infrastructure, including:
“IE 7 Objective 4: To implement the relevant spatial planning recommendations and actions of the Dublin Agglomeration Environmental Noise Action Plan 2018 – 2023 or any superseding action plan.
IE 7 Objective 5: To ensure that future developments are designed and constructed to minimise noise disturbance and take into account the multi-functional uses of streets including movement and recreation as detailed in the Urban Design Manual (2009) and the Design Manual for Urban Roads and Streets (2013).
IE 7 Objective 7:To ensure that noise sensitive development in proximity to national and other roads provides a noise impact assessment and includes appropriate mitigation measures, such as noise barriers, set back landscaping and/or buffer zones between areas of land where development is proposed and existing and proposed national and other roads”.
It is considered that the CE Draft Plan policies and objectives stated above are sufficient and adequately supports noise protection.
Recommendation
It is recommended that this motion be amended to reflect the fact that the issue raised in the motion is adequately addressed in the CE Draft Plan through IE& Objectives 4,5 and 7.
