MOTION: Councillor Shane Moynihan

That this Development Plan mandate the Council to investigate the potential for small-scale hydro-power from the Liffey and the Dodder, given the role played by these rivers in driving water wheels and turbines.

REPORT:

The proposed motion seeks the council to investigate the potential for small-scale hydro-power from the Liffey and the Dodder.

It should be noted that E10 Objective 1 states “to support the roll-out of small-scale hydroelectric projects on the rivers, watercourses, freshwater dams and weirs across the County, where projects do not impact negatively on freshwater species, biodiversity and natural or built heritage features.”

In addition, EDE1 Objective 7 states “To ensure that economic and enterprise related development is provided in a manner which facilitates a reduction in greenhouse gas emissions by supporting and promoting the following measures: -  The sourcing of power from district heating and renewables including wind and solar.”

The proposed motion relates to a specific site and it should be noted that the provision of small-scale hydroelectric structures is a strategic issue with broader geographical application and will be subject to environmental assessment. It is therefore considered it is not appropriate at this time to identify a specific site and the intent of the proposed is adequately covered in the CE Draft Plan.

Recommendation

It is recommended that the motion is not adopted.
