MOTION: Councillor Shane Moynihan

To amend the Development Plan - Chapter 8, COS7, Obj 1 to include 'making similar provision to encourage sustainable transport as for school settings'

REPORT:

Policy COS 7 Objective 1 states: ‘To support and facilitate the provision of childcare facilities on well located sites within or close to existing built-up areas, including adjacent to school sites, and within employment areas where the environment is appropriate, consistent with NPO 31 of the NPF’.

The motion seeks to amend the objective to add in the reference 'making similar provision to encourage sustainable transport as for school settings'.

It is considered that the motion is reasonable.  However, having regard to the fact that the section on schools comes after the section on childcare within Chapter 8, it is considered that the revised wording should omit the reference to schools and should state the following:

 ‘To support and facilitate the provision of childcare facilities on well located sites within or close to existing built-up areas, including adjacent to school sites, and within employment areas where the environment is appropriate, making provision to encourage sustainable transport, consistent with NPO 31 of the NPF’.

Recommendation

It is recommended that the motion is adopted with amendments and that Policy COS 7 Objective 1 should be revised to state:

‘To support and facilitate the provision of childcare facilities on well located sites within or close to existing built-up areas, including adjacent to school sites, and within employment areas where the environment is appropriate, making provision to encourage sustainable transport, consistent with NPO 31 of the NPF’.
