MOTION: Councillor G. O'Connell, Councillor P. Gogarty, Councillor L. O'Toole
Insert COS 4 Objective: To provide a sports and recreational amenity in Newcastle, incorporating a full-size GAA, multi-use, all-weather playing pitch, 2 basketball courts, tennis court, dressing rooms, a walking/jogging/cycling track as well as parking areas and related additional open space.
REPORT:
This motion proposes to include a SLO and has included a map identifying lands in Newcastle incorporating a full size GAA, pitch, all weather playing pitch, 2 basketball courts, tennis court, dressing rooms, walking/jogging/cycling track, parking and open space.
These lands in question are zoned RU – ‘To protect and improve rural amenity and to provide for the development of agriculture’. These lands have been identified in previous motions as ‘Rathcreedan’
Under the Land Use Zoning Objective in the CE Draft Plan, facilities such as:
- ‘Open Space’ - is Permitted in Principle.
- ‘Sports Club/Facilities and Recreational-Facilities and Car Park’ – are Open for Consideration’.
This is considered that the facilities outlined in the motion could be submitted as part of planning application which would have to be assessed on their own merits and therefore no requirement for an SLO is required as the underling zoning already provides for this.
Recommendation
It is recommended that this motion is not adopted.
