MOTION: Councillor Shane Moynihan

Chapter 8, Policy COS 3 Objective 4 or 5 to include 'combined with an annual usage and utilisation survey providing an overview of the user base of community floorspace, with regard to age, locality and other characteristics of interest'

REPORT:

It is considered that this motion is referring to COS 3 Objective 5, which states:

‘COS 3 Objective 5: To support and facilitate the development of a Community Centre Strategy to include the assessment of existing community floorspace/facilities within the County, to identify gaps in provision and to ensure new community centres are provided in existing and new development areas having regard to the Social Infrastructure Audit carried out for the Development Plan’.

A community centre strategy will conduct an evidence-based and strategic review of existing community centre provision in the County using geographical and demographic analysis, whilst looking at key principles to steer community centres to be located in the right areas in order to address the greatest needs.

It is considered that the content of the motion is reflected sufficiently in policy by COS 3 Objective 5 and that the motion is an operational matter for the Community Department.

Recommendation

It is recommended that this motion is adopted with amendment to reflect that the intent of the motion is reflected in COS 3 Objective 5:
