MOTION: Councillor Patrick Pearse Holohan

Chapter 8 cos 6 objective 5 To promote and encourage facilities/projects that help boost natural immunity, improve general and mental health in community's and general public.

REPORT:

The motion seeks to insert a new objective into the Plan under Policy COS 6 (Healthcare Facilities) to state ‘To promote and encourage facilities/projects that help boost natural immunity, improve general and mental health in community's and general public’.

Policy and objectives in the Development Plan concentrate on facilitating the delivery of healthcare facilities in a general sense rather than in the nature of the particular services offered by those facilities. With respect to the detail of services required within a local plan area, for example, or proposed in a given planning application, the Council will be guided by the HSE.

Notwithstanding this, the Draft Plan contains policies to promote healthy placemaking – and sets out 8 key design principles for Sustainable Neighbourhoods – these principles include the concepts of healthy placemaking, quality public realm, inclusive and accessible places and connected neighbourhoods, which, when combined, will result in places which achieve the intent of the motion – places that are good for general and mental health within the community.

It is recommended that the motion is not adopted
