MOTION: Councillor L. Dunne

Chapter 8 COS8 Specific Local Objective: To identify, set aside and rezone an area of land to ensure the delivery of a Community Centre/Community facilities within Citywest as identified as part of phasing in the Fortunestown Local Area Plan.

REPORT:

This motion refers to the insertion of a SLO under COS 8, regarding the provision of community centre/facilities within Citywest as identified as part of the phasing in Fortunestown Local Area Plan.   It is noted that COS 8 refers to primary and post-primary schools. Therefore it is assumed that the proposed SLO would relate to COS Policy 3 ‘Community Centres’.

Provision has been made in the SDCC Capital Programme 2021-2023 for community centre/facility within the Fortunestown LAP.

The SLO seeks to rezone land to ensure the delivery of the community centre. However, the lands are currently zoned RES-N which is the appropriate zoning for such facilities. There is no requirement to rezone and it should be noted that there is no specific ‘community centre’ zoning as it is permitted in principle in RES-N and mixed use zonings.

It is considered that a Specific Local Objective be inserted to be named COS 3 SLO1 to state “To deliver a community centre/community facilities within Citywest as part of the delivery of infrastructure identified in the Fortunestown Local Area Plan”.

Recommendation

It is recommended to adopt this motion with amendments to provide a new SLO namely, COS 3 SLO 1 “To deliver a community centre/community facilities within Citywest as part of the delivery of infrastructure identified in the Fortunestown Local Area Plan”.
