MOTION: Councillor E. Murphy
Ch9 - 9.9 EDE21 Ob 1 That this County Development Plan provides for a running track and athletics facility for the use by local athletics clubs in Tymon Park to support the increased number of people within the county taking up running and athletics.
REPORT:
This motion proposed to include a new Objective with regards to a running track in Tymon Park. It is recommended that the above Objective be considered under Chapter 8 Community instead of Chapter 9 Economic Development.
As such, the delivery of the Parks and Open Space Strategy 2021 will examine the facilities in place in individual parks and make recommendations in that regard. The Council currently have an athletics track under construction at Mt Carmel that will increase the existing from a constrained 3 lane to a 8 lane facility.
Tymon Park has a number of constraints in terms of space and the provision of a running track would have to be considered in line with space available, provision of existing facilities, environmental impact etc. It may be best to allow some flexibility with regard to the location in terms of the provision of large-scale facilities suggest:
In considering the above, wording for the proposed Objective such as the following is suggested:
‘To support the provision of athletics facilities in the county examining the potential for their location within Regional Parks and other locations in accordance with SDCC’s Sports Pitch Strategy 2020 and the development of the County Sports Plan and Parks and Open Space Strategy.’
Recommendation
It is recommended that the motion be amended, and that Chapter 8 Community provides for a new Policy Objective under Policy COS 4: Sports Facilities and Centres, Objective 10:
‘To support the provision of athletics facilities in the county examining the potential for their location within Regional Parks and other locations in accordance with SDCC’s Sports Pitch Strategy 2020 and the development of the County Sports Plan and Parks and Open Space Strategy.’
