MOTION: Councillor Carly Bailey

To ensure the provision of sufficient, safe bike parking/storage facilies at all new residential and commercial developments.

REPORT:  

Table 13.24 Minimum Bicycle Parking Rates is contained within Chapter 13 of the CE Draft Plan Implementation and Monitoring and sets out bicycle parking rates for different land uses including for residential apartments and for a variety of commercial and non-commercial uses. 

It should be noted that this table is the subject of a Chief Executive’s Proposed Amendment which seeks to update the table to reflect rates recommended in the document Sustainable Urban Housing: Design Standards for New Apartments (Guidelines for Planning Authorities), 2020.  This proposed amendment will be put before the Council for consideration during the current process.

While the Apartment Guidelines recommend standards for bicycle parking/storage, there is no equivalent standard for non-apartment housing in the Sustainable Residential Development in Urban Areas (Cities, Towns and Villages), DEHLG, 2009.  This document assumes that parking can be provided within the dwelling itself or its curtilage. 

It is therefore considered that the intent of the motion is satisfied by the requirements set out in Table 13.24 Minimum Bicycle Parking Rates contained within Chapter 13 of the CE Draft Plan.

RECOMMENDATION:  

It is recommended that the motion is adopted with amendments to recognise that the intent of the motion is reflected within Table 13.24 Minimum Bicycle Parking Rates contained within Chapter 13 of the CE Draft Plan.
