MOTION: Councillor L. Dunne

That the Draft Development plan & map no 8 be amended that a specific local objective be included to apply to lands bounded by Boherboy Road, Carrigmore, Verschoyle & Corbally & for part of the land zoned for objective RES-N 'To require the provision of public open spaces and to include at least one full size playing pitch that will be managed by the Council and local sports clubs prior to any residential development is permitted on these lands.

REPORT:

The motion as proposed is for the Draft Development plan and map no 8 be amended that a specific local objective be included to apply to lands bounded by Boherboy Road, Carrigmore, Verschoyle and Corbally and for part of the land zoned for objective RES-N 'To require the provision of public open spaces and to include at least one full size playing pitch that will be managed by the Council and local sports clubs prior to any residential development is permitted on these lands.

These lands are located with the Fortunestown Local Area Plan and are identified within the Plan as the Boherboy lands.  This LAP has been extended until May 2022.  

In respect to recent planning activity at this site, permission was refused at this site under SHD3ABP-304828-19 in September 2019 for a development comprising of 609 no. residential units (267 no. houses, 158 no. duplex units, 184 no. apartments), a creche and associated site works based on the proposed design and layout, density and environmental considerations.

The Local Area Plan for Fortunestown sets out the commensurate quantum of infrastructure required in relation to the development of these lands including open space requirements.  This parcel of land, indicated in the LAP as Boherboy, has specific requirements for open space including a green infrastructure linear corridor along the existing stream linking to Carrigmore Park adjoining to its north and providing access to the district centre.

It should be noted that funding is included in the Capital Programme to facilitate the upgrade of Carrigmore Park which will include the consideration of new pitches and other enhancements.

The subject lands will be required to deliver the open space requirements for this area set out within the LAP.

The CE Draft Plan supports the delivery of commensurate levels of social and community infrastructure and Objective QDP 13 Objective 1 states:

To support a plan led approach through Local Area Plans in identified areas by ensuring that development complies with the specific local requirements of the Local Area Plan, having regard to the policies and objectives contained in this Development Plan and ministerial guidelines’

It is considered that this motion is adopted with amendment to reflects that QDP 13 Objective 1 supports a plan led approach through Local Area Plans ensuring that development complies with the specific local requirements of the Local Area Plan.

Recommendation:

It is recommended that this motion is adopted with amendment to reflect that Objective QDP 13 Objective 1 provides for the intent of the motion:

To support a plan led approach through Local Area Plans in identified areas by ensuring that development complies with the specific local requirements of the Local Area Plan, having regard to the policies and objectives contained in this Development Plan and ministerial guidelines’
