MOTION: Councillor T. Costello
All community centres applying for and receiving SDCC grants should outline what intergenerational facilities, teen facilities and local registered groups they engage with and directly support through their premises and activity programmes each year. Centres should be encouraged to extend their programmes meaningfully to cater for all ages in their community
REPORT:
The application for community centre grants is beyond the strategic land use function of the County Development Plan process. The provision of multi-functional and adaptable spaces that can be used by all age cohorts is reflected in the existing policy and objective within the Draft Plan, namely:
Policy COS 3 - Ensure that communities across the county have access to multifunctional and intergenerational community centres that provide a focal point for community activities.
COS 3 Objective 4 - To ensure that community buildings are multi-functional and adaptable, can be used by all age cohorts (intergenerational), providing for indoor and supporting outdoor use e.g. café seating areas, and are accessible to as many different users as possible.
The criteria for grant funding is not a matter for the County Development Plan. It is considered that the content of the motion is reflected sufficiently, insofar as it can be dealt with in the Development Plan, by Policy COS 3 and COS 3 Objective 4.
Recommendation
It is recommended that this motion is adopted with amendment to reflect that the intent of the motion is reflected in Policy COS 3 and COS 3 Objective 4:
Policy COS 3 - Ensure that communities across the county have access to multifunctional and intergenerational community centres that provide a focal point for community activities.
