COS 11 Objective 3, insert 'and to invite local artists to participate where appropriate' To read: 'To require new commercial developments greater than 5,000 sqm in size, in the case of non-residential development, and in excess of 500 units in the case of residential development, to incorporate a physical artistic feature into the scheme to improve the built environment / public realm, which could include high quality features within the environment / landscaping, in agreement with the Council, and to invite local artists to participate where appropriate,'

REPORT:

This motion proposed to amend the existing objective COS 11 Objective 3 from:

'To require major new commercial developments greater than 5,000 sqm in size, in the case of non-residential development, and in excess of 500 units in the case of residential development, to incorporate a physical artistic feature into the scheme to improve the built environment / public realm, which could include high quality features within the environment / landscaping, in agreement with the Council’.

To:

'To require major new commercial developments greater than 5,000 sqm in size, in the case of non-residential development, and in excess of 500 units in the case of residential development, to incorporate a physical artistic feature into the scheme to improve the built environment / public realm, which could include high quality features within the environment / landscaping, in agreement with the Council, by way of open competition and to invite local artists to participate where appropriate'.

The proposed amendment to the objective will be further amended to read:

'To require new commercial developments greater than 5,000 sqm in size, in the case of non-residential development, and in excess of 500 units in the case of residential development, to incorporate a physical artistic feature into the scheme to improve the built environment / public realm, which could include high quality features within the environment / landscaping, in agreement with the Council, and to invite local artists to participate where appropriate by way of open competition.

Open competition refers that all artist regardless of whether a resident of SDCC can enter the competition.

Recommendation: It is recommended that this motion is adopted with amendment, the new wording of COS 11 Objective 3 will be:

'To require new commercial developments greater than 5,000 sqm in size, in the case of non-residential development, and in excess of 500 units in the case of residential development, to incorporate a physical artistic feature into the scheme to improve the built environment / public realm, which could include high quality features within the environment / landscaping, in agreement with the Council, and to invite local artists to participate where appropriate by way of open competition’.
