Sustainable Movement - pg 205 - To amend SM6 Objective 8 as follows: To require all traffic generating development to submit a Mobility Management Plan/Workforce Plan and/or Traffic and Transport Assessment.
REPORT:
SM6 Objective 8 states ‘to require all major traffic generating development to submit a Mobility Management Plan/Workforce Plan and/or Traffic and Transport Assessment.’
The motion seeks to amend the objective 8 by removing the word ‘major’ so that there would be a requirement for all traffic generating development to submit a Mobility Management Plan/Workforce Plan and/or Traffic and Transport Assessment.
Chapter 13 ‘Implementation and Monitoring’, Section 13.8.5 Traffic and Transport Assessments details that all major developments require a Traffic Impact Assessment and Statement as defined by the Traffic and Transport Assessment Guidelines (2014) published by the National Roads Authority (NRA) (now Transport Infrastructure Ireland (TII)). Notwithstanding this, even if not identified in the above guidelines, the Planning Authority may also require such assessments where a particular development may have a significant impact on the County road network.
In addition, Table 13.27 sets out the threshold for the submission of a Workforce Plan and Section 13.8.6 states that Mobility Management Plans are required for all new schools or for existing schools where 25% or greater expansion in classrooms is proposed. It considered that requirement for such plans as detailed in the CE Draft Plan is reasonable and proportionate and provides scope for the Planning Authority to request assessments if it is considered there would be a significant impact on the road network in specific cases.
It is contended it would be overly onerous to require all developments including small developments generating small levels of traffic to carry out and submit such assessments.
Recommendation
It is recommended that the motion is not adopted.
