MOTION: Councillor Yvonne Collins
SM3 Objective 7: To actively promote and assist the NTA with providing a metro for Dublin South West serving areas including Rathfarnham, Templeogue and Knocklyon, to address rapidly worsening traffic congestion and pollution and to incentivise residents to use public transport.
REPORT:
SM3 Objective 7 states:
To support and encourage the NTA in investigating high-capacity public transport solutions for Dublin south-west, serving areas including Kimmage, Terenure, Rathfarnham, Knocklyon, Firhouse, Ballycullen/Oldcourt and South Tallaght.
This motion seeks to amend SM3 Objective 7 as follows:
‘To support and encourage actively promote and assist the NTA in investigating high-capacity public transport solutions with providing a metro for Dublin south-west, serving areas including Kimmage, Terenure, Rathfarnham, Templeogue and Knocklyon, Firhouse, Ballycullen/Oldcourt and South Tallaght’.
The amended objective as per the motion would therefore state:
‘To actively promote and assist the NTA with providing a metro for Dublin South West serving areas including Rathfarnham, Templeogue and Knocklyon, to address rapidly worsening traffic congestion and pollution and to incentivise residents to use public transport’.
There is no proposal in the current ‘Transport Strategy for the Greater Dublin Area’ 2016 – 2035 for Luas to serve these areas. However, the NTA is currently carrying out a review of the Transport Strategy which is expected to be completed by the end of this year. The Council will continue to engage with the NTA, in the context of this review, regarding public transport options for Dublin south-west including the feasibility of extending Luas to serve the area.
In response to other motions 71303, 70660, 71304 and 70659, it is proposed to amend SM3 Objective 7 as follows:
‘To support and encourage the NTA in investigating high-capacity public transport solutions for Dublin south-west, including examining the feasibility of Metro and/or Luas, serving areas including Kimmage, Terenure, Rathfarnham, Knocklyon, Firhouse, Ballycullen/Oldcourt and South Tallaght’.
It is also proposed to insert a new paraagraph within section 7.6.2 ‘Rail’ as follows:
‘The Council will continue to engage with the NTA, in the context of the review of the GDA Transport Strategy, regarding public transport options for Dublin south-west including the feasibility of Metro and/or Luas to serve the area’.
It is considered that SM3 Objective 7 should be further amended on foot of this motion to include reference to ‘Templeogue’. It is considered that these proposed amendments combined reflect the intent of the motion.
Recommendation
It is recommended that the motion is adopted with amendments, to revise SM3 Objective 7 as follows:
‘To support and encourage the NTA in investigating high-capacity public transport solutions for Dublin south-west, including examining the feasibility of Metro and/or Luas, serving areas including Kimmage, Terenure, Templeogue, Rathfarnham, Knocklyon, Firhouse, Ballycullen/Oldcourt and South Tallaght’.
It is also recommended that a new paraagraph is inserted within section 7.6.2 ‘Rail’ as follows:
‘The Council will continue to engage with the NTA, in the context of the review of the GDA Transport Strategy, regarding public transport options for Dublin south-west including the feasibility of Metro and/or Luas to serve the area’.
