MOTION: Councillor E. Murphy
Ch7 - 7.6 That the County Development Plan provides for the accommodation of the Metro South West and is supportive of a feasibility study for the Metro South West Project.
REPORT:
The motion seeks ‘that the County Development Plan provides for the accommodation of the Metro South West and is supportive of a feasibility study for the Metro South West Project’.
SM3 Objective 7 addresses this issue and states:
‘To support and encourage the NTA in investigating high-capacity public transport solutions for Dublin south-west, serving areas including Kimmage, Terenure, Rathfarnham, Knocklyon, Firhouse, Ballycullen/Oldcourt and South Tallaght’.
There is no proposal in the current ‘Transport Strategy for the Greater Dublin Area’ 2016 – 2035 for Luas to serve these areas. However, the NTA is currently carrying out a review of the Transport Strategy which is expected to be completed by the end of this year.
The Council will continue to engage with the NTA, in the context of this review, regarding public transport options for Dublin south-west including the feasibility of extending Luas to serve the area.
In response to motions 71303 and 70660, it is proposed to amend SM3 Objective 7 as follows:
‘To support and encourage the NTA in investigating high-capacity public transport solutions for Dublin south-west, including examining the feasibility of Metro and/or Luas, serving areas including Kimmage, Terenure, Rathfarnham, Knocklyon, Firhouse, Ballycullen/Oldcourt and South Tallaght’.
It is also proposed to insert a new paraagraph within section 7.6.2 ‘Rail’ as follows:
‘The Council will continue to engage with the NTA, in the context of the review of the GDA Transport Strategy, regarding public transport options for Dublin south-west including the feasibility of Metro and/or Luas serving the area’.
It is considered that these proposed amendments reflect the intent of the motion.
Recommendation
It is recommended that the motion is adopted with amendments, to revise SM3 Objective 7 as follows:
‘To support and encourage the NTA in investigating high-capacity public transport solutions for Dublin south-west, including examining the feasibility of Metro and/or Luas, serving areas including Kimmage, Terenure, Rathfarnham, Knocklyon, Firhouse, Ballycullen/Oldcourt and South Tallaght’.
It is also recommended that a new paragraph is inserted within section 7.6.2 ‘Rail’ as follows:
‘The Council will continue to engage with the NTA, in the context of the review of the GDA Transport Strategy, regarding public transport options for Dublin south-west including the feasibility of Metro and/or Luas to serving the area’.
