MEETING OF DEVELOPMENT PLAN MEETING

MOTION NO.

MOTION: Councillor G. O'Connell, Councillor P. Gogarty, Councillor L. O'Toole

Amend SM6 Objective 9: To ensure that appropriate design and mitigation measures are applied to all existing and proposed transport schemes to reduce the impact of noise and air pollution within residential communities in accordance with the EU directive on Assessment and Management of Environmental Noise with special priority given to the M50, N4 and N7 where it has already been highlighted as impacting on the quality of life of residents living in adjoining housing.

REPORT:

The motion seeks to amend SM6 Objective 9 as follows (proposed text in bold):

‘To ensure that appropriate design and mitigation measures are applied to all existing and proposed transport schemes to reduce the impact of noise and air pollution within residential communities in accordance with the EU directive on Assessment and Management of

Environmental Noise with special priority given to the M50, N4 and N7 where it has already been highlighted as impacting on the quality of life of residents living in adjoining housing’.

National roads such as the M50, N4 and N7 are the responsibility of TII and as such it would not be appropriate for the Development Plan to specifically reference them in relation to this matter. 

With respect to noise and air pollution,

Chapter 11 Infrastructure and Environmental Services of the Draft Plan contains IE7 Objective 1 states:

‘To implement the provisions of national and EU Directives on air and noise pollution and other relevant legislative requirements in conjunction with other agencies as appropriate. (Consistent with RPO 10.10 of the RSES)’. 

It is considered that this objective addresses some of the concerns of the motion. 

Recommendation

It is recommended that the motion is adopted with amendments to reflect that some of the intent of the motion is reflected in an objective within the Draft Plan.
