MOTION: Councillor F. Timmons
That this council sets out a SLO to aim to facilitate a one stop site for Quarryvale Family Resource Centre
REPORT:
Quarryvale Family Resource Centre is currently located and accommodated within Quarryvale Community & Leisure Centre which is a mutually beneficial co-sharing of space which consolidates multiple community activities within one facility.
If there is a proven or demonstrated need for additional or separate space for the FRC, an extension to the existing centre could be examined or sites in the area could be examined. On this basis it is considered that there are several objectives within the Draft Plan which supports the development and expansion of existing facilities and services where their need is identified and to support clustering of community facilities, such as:
COS 2 Objective 3: To protect and enhance existing community facilities, and to support the development and expansion of new and existing facilities and services, in proximity to the populations they serve, where their need is identified.
COS 2 Objective 4: To support the clustering of community facilities such as community centres, sports and leisure facilities, schools and open spaces to create multi-purpose community hubs.
COS 3 Objective 1: To investigate, where new provision is required to meet the needs of the population, the feasibility of extending existing community centres on suitable sites, where siting, layout, design, access and other planning considerations allow.
It is considered that the content of the motion is reflected sufficiently, insofar as it can be dealt with in the Development Plan, by COS 2 Objective 3, COS 2 Objective 4 and COS 3 Objective 1.
Recommendation
It is recommended that this motion be adopted with amendment to reflect that the intent of the motion is reflected in COS 2 Objective 3, COS 2 Objective 4 and COS 3 Objective 1.
