Chapter 8 - COMMUNITY INFRASTRUCTURE AND OPEN SPACE - Policy 2 - Community Infrastructure Open Spaces (Page 215) COS 2 Objective 2 Amend From: To promote provision of primary care centres, childcare facilities, schools, community centres and public open space according to the standards set out in section 8.4.1 of this Plan. Amend To: To promote and meet the necessary provision of primary care centres, childcare facilities, schools, community centres and public open space according to the standards set out in section 8.4.1 of this Plan.

REPORT:

 The motion as proposed to amend COS2 Objective 2 from:

COS2 Objective 2:

To promote the timely provision of primary care centres, childcare facilities, schools, community centres and public open space according to the standards set out in section 8.4.1 of this Plan.

To:

COS2 Objective 2:

To promote the timely and meet the necessary provision of primary care centres, childcare facilities, schools, community centres and public open space according to the standards set out in section 8.4.1 of this Plan.

The County Development Plan, Local Area Plans, Planning Schemes for SDZ lands and framework/masterplans are the primary mechanisms for identifying the social and community infrastructure requirements for an area and planning for the timely provision and delivery of same in tandem with development by working closely with all providers including public bodies and state departments such the HSE and DES, as well as the Local Authority and private developers. In this regard, it is considered appropriate that the proposed motion be adopted with amendment as follows:

COS2 Objective 2:

Continue to work closely with the Health Service Executive, Department of Education and Skills and the relevant public bodies and states agencies to meet the necessary provision of primary care centres, childcare facilities, schools, community centres and public open space according to the standards set out in section 8.4.1 of this Plan.

Recommendation: It is recommended that this motion is adopted with amendment to read:

 COS2 Objective 2:

Continue to work closely with the Health Service Executive, Department of Education and Skills and the relevant public bodies and states agencies to meet the necessary provision of primary care centres, childcare facilities, schools, community centres and public open space according to the standards set out in section 8.4.1 of this Plan.
