MOTION: Councillor M. Johansson

In Chapter 8 Community Infrastructure and Open space under 8.13 Arts and Cultural facilities to add a new objective: COS 11 Objective 7: To support the development of a new Arts Centre in Clonburris SDZ.

REPORT:

 Under the Clonburris SDZ planning scheme a minimum of 2,500sqm buildings(s) with a multi-functional use, including a minimum of 600sqm of dedicated community space are to be provided as part of a phasing programme. These building(s) may provide for uses such as civic, community offices, health centre, nurseries and creches.

While the Development Plan cannot change the SDZ, it is proposed to include a new objective in the Development Plan for the preparation of a feasibility study on the development of Arts and Cultural Infrastructure in the County. As part of this study Clonburris SDZ lands could be examined in the context of the existing scheme.

The new objective would read as follows:

‘To prepare a feasibility study for the development of Arts and Culture Infrastructure within the County.

Recommendation: It is recommended that the motion be adopted with amendments, to insert a new objective under Policy COS 11 as follows:

‘To prepare a feasibility study for the development of Arts and Culture Infrastructure within the County, taking account of transport links’.
