MOTION: Councillor E. Murphy
Ch7 - 7.7.2 (Addition to Table 7.5) That this Council will include an indicative 6-year transportation objective in Map 10 where a DMURS compliant link road with associated pedestrian and cycle paths be provided from the College Road/ Whitechurch Road junction to the Edmondstown Road parallel to the northern boundary of the M50, extending the existing College road in the DLRCC County area to Edmondstown Road as a 6-year transport objective, to support the sustainable residential development of lands at Whitechurch/Edmondstown in tandem with the necessary transport infrastructure to facilitate such development and to extend active travel networks through this area.
REPORT:
The motion seeks the addition of a DMURS compliant link road providing for sustainable movement infrastructure from the College Road/ Whitechurch Road junction to the Edmondstown Road to support the sustainable residential development of lands at Whitechurch/Edmondstown.
The concerns of the motion are addressed in SM4 SLO 1 of the CE Draft Plan which states
‘To ensure that development on these lands at Whitechurch/Edmondstown only occurs where it can be delivered in tandem with the necessary transport infrastructure to facilitate such development.’
However, it is considered that an amendment can be made to this SLO to reflect the motion, by inserting the wording ‘including provision for walking and cycling’ after ‘transport infrastructure’ so that the SLO reads as follows:
‘To ensure that development on these lands at Whitechurch/Edmondstown only occurs where it can be delivered in tandem with the necessary transport infrastructure, including provision for walking and cycling, to facilitate such development.’
Recommendation
It is recommended that the motion is adopted with amendments to revise SM4 SLO 1 as follows:
‘To ensure that development on these lands at Whitechurch/Edmondstown only occurs where it can be delivered in tandem with the necessary transport infrastructure, including provision for walking and cycling, to facilitate such development.’
