MOTION: Councillor G. O'Connell, Councillor P. Gogarty, Councillor L. O'Toole

Upgrade of existing junction at Kennelsfort Road and the R148 with the provision of a grade separated junction, to be initiated during the first two years of the 2022 to 2028 County Development Plan to enhance the efficiency of the junction, particularly for buses on the N4/Lucan Road QBC, to ensure safe crossing facilities are provided for all users and to reconnect the Heritage Village of Palmerstown with the newer residential areas of the community.

REPORT:

 Table 7.6 ‘Medium to Long-Term Road Objectives’ includes the following objective for Kennelsfort Road and the R148:  

 ‘Support provision of grade separated junction, having regard to the Bus Connects route on the N4, to enhance the efficiency of the junction and ensure safe crossing facilities’. 

 The motion seeks that the upgrade is initiated during the first two years of the 2022 to 2028 County Development Plan.

 The Council has been advised that there is currently no funding from the National Transport Authority (NTA) for this proposed junction upgrade at this time. It should be noted that where the opportunity arises, proposals such as this detailed in Table 7.6 ‘Medium to Long Term Road Objectives’ may be brought forward for construction at an earlier date, subject to funding being available.

In relation to the second part of the motion, it is considered that an objective should be included within Policy SM5 ‘Street and Road Design’, to reflect this, as follows:

‘To enhance the efficiency of the Kennelsfort Road and the R148 junction, particularly for buses on the N4/Lucan Road QBC, to ensure safe crossing facilities are provided for all users and to reconnect the Heritage Village of Palmerstown with the newer residential areas of the community’. 

Recommendation: It is recommended that the motion is adopted with amendments to include a new objective within Policy SM5 ‘Street and Road Design’, as follows:

‘To enhance the efficiency of the Kennelsfort Road and the R148 junction, particularly for buses on the N4/Lucan Road QBC, to ensure safe crossing facilities are provided for all users and to reconnect the Heritage Village of Palmerstown with the newer residential areas of the community’
