MOTION: Councillor F. Timmons
With a population of 4000 (and rising) Newcastle needs safe cycle and walking lanes. A Greenway link to Rathcoole and to Hazelhatch and the Canal and that this CDP comits to including above in the new plan
REPORT:
The proposed motion seeks the inclusion of a greenway link from Newcastle to Rathcoole, Hazelhatch and the Canal. The Council recognises and supports the provision of greenways as they offer opportunities for active travel and a shift away from car-based transport.
No links are currently provided for between Newcastle and Hazelhatch. It is noted that the Cycle South Dublin programme already proposes elements of what the motion is seeking in that links between Newcastle and Rathcoole are proposed and the Grand Canal greenway is to be extended to Hazelhatch. However, as part of assessing the preferred route for delivery this can include assessing options for delivering a greenway.
It is considered that the intent of the motion is acceptable and that it should be reflected via the insertion of a new objective in the Draft Plan to read as follows:
‘To investigate the feasibility and potential opportunities for a greenway linking Newcastle, Rathcoole, Hazelhatch and the Grand Canal’.
Recommendation
It is recommended that the motion is adopted with amendments to include an objective under Policy SM2 as follows:
‘To investigate the feasibility and potential opportunities for a greenway linking Newcastle, Rathcoole, Hazelhatch and the Grand Canal’.
